Grievance Redressal Mechanisms in Local Self Government Institutions
⚖️ 1. Ombudsman for Local Self Government Institutions (LSGIs)
The Ombudsman for Local Self Government Institutions (LSGIs) is an independent quasi-judicial authority where citizens can lodge complaints against elected representatives or officials of Local Self Government Institutions regarding corruption, maladministration, abuse of power, irregularities, and dereliction of duty. The institution is headed by a person holding the rank of a High Court Judge.
🏛️ 2. Local Self Government Institutions Tribunal (LSGI Tribunal)
The LSGI Tribunal is the statutory appellate authority for challenging decisions or orders issued by the Panchayat Governing Body or the Secretary, including matters such as rejection of licences, cancellation of building permits, and other administrative decisions. The Tribunal is headquartered in Thiruvananthapuram.
💻 Chief Minister's Public Grievance Portal (CMO Portal)
Citizens can directly submit complaints online to the Chief Minister's Office regarding delays or difficulties in obtaining Panchayat services through the CMO Portal. Complaints submitted through https://cmo.kerala.gov.in/ are required to be addressed by the concerned authorities within the prescribed time limit.
📱 4. K-SMART Citizen Portal
The K-SMART Citizen Portal is the unified online service platform of the Local Self Government Department. Citizens can submit complaints related to Panchayat services without visiting the Panchayat office and can track the real-time status of their complaints online through https://ksmart.lsgkerala.gov.in/.
🔍 5. Vigilance and Anti-Corruption Bureau (VACB)
Complaints relating to bribery, large-scale financial irregularities, misappropriation of government funds, or corruption in Panchayat offices may be directly reported to the Vigilance and Anti-Corruption Bureau (VACB).
🐕 6. Stray Dog Victim Compensation Recommendation Committee (SDVCRC)
The Stray Dog Victim Compensation Recommendation Committee (SDVCRC) recommends compensation for individuals who have suffered injuries or other losses due to stray dog attacks.
